Update OCR library
we added japanese and chinese characters to appstream and they are ocr'd however not all letters/characters successfully copy+paste. we likely need to update our ocr libraries

Notification Overhaul
Currently we have lots of slack notifications being sent from different functions all over our code. We need to standardize this by creating a table in jarvis that lists all of the notifications we have in our system and allow users/channels to opt-in to notifications they wish to receive.

Remove Page Vault Logger from Code
We need to remove our Page Vault Logger from the repositories that we use it in. We no longer look at these logs since we have cloud watch and sentry. This can help decrease some costs on redis as well as get rid of legacy code that could be a security concern.

PVB Refactor Communication Protocols
The Idea behind this technical debt is that, we (dev team) would want to make the way we communicate between different processes in the PV10 code less cumbersome to update and easier to understand from newer developers we have in the near future.
